There is no systematic declassification of government documents. Permission to view archival records is granted on a case by case basis.

Procedures
Older records are divided between several National Archives sites in Hanoi and Ho Chi Minh City. For more recent records, contact the Ministry of Foreign Affairs. Researchers must acquire a reader’s card upon visiting the archives, which for foreigners will require photocopies of passport, visa and a letter from a sponsoring institution.
