On Nov 4, 1985, the Department of State, by administrative action, established a Bureau of Diplomatic Security headed by a Director holding a rank equivalent to an Assistant Secretary of State. Creation of the new Bureau followed recommendations of the Advisory Panel on Overseas Security (the Inman Panel), which studied means of protecting Department personnel and facilities from terrorist attacks. Congress authorized the Bureau, to be headed by an Assistant Secretary of State for Diplomatic Security, in the Omnibus Diplomatic Security and Anti-terrorism Act of Aug 27, 1986 (P.L. 99-399; 100 Stat. 856).
