Sir: Your despatch of the 3d of December, No. 305, has been received. The proceedings which you took on the occasion of the birth-day of the Emperor of Brazil were proper and commendable.

This government does not feel serious embarrassment in regard to the affair at Bahia. It reposes confidence enough in the public strength and virtue to insist on its own rights, and to recognize the just rights of other nations.
