Sir: The proclamation of the President removing all restrictions on the trade of the insurrectionary States has been received and communicated to this government. I have also this day received your despatch No. 111, of the 19th ultimo, giving me the agreeable information that Mr. Yeaman has accepted this mission. I will await his coming and shall be happy to render him all the assistance in my power, and which, as a stranger, he may need. I hope soon to receive my official letter of recall from the President to enable me to make my cogné to the court preparatory to leaving a country in which I have taken a great interest.
