Sir: Mr. Fogg’s despatch bearing date October 16, and numbered 102, has been received. It gives an account of the ceremonies which occurred on taking his leave, and your presentation of your credentials to the President of Switzerland. The narrative is very interesting. Mr. Fogg’s speech was proper in all respects, and your own was in accordance with instructions. The President’s replies to Mr. Fogg and yourself have given especial satisfaction to the President of the United States.
