Sir F. Bruce to Mr. Seward

Sir: Sri Henry Parkes having reported to her Majesty’s government the proceedings which he had adopted last November, in concert with the representatives of the other treaty powers, in order to secure the settlement of the questions now at issue in Japan, I am instructed by her Majesty’s principal secretary of state for foreign affairs to express to the government of the United States the satisfaction of that of her Majesty at the cordiality with which the representatives [Page 222] of Great Britain and the United States co-operate in a matter of such great importance to the two countries.
