Sir: Your despatch of the 19th of June has been duly received. I think it is very clear now that the civil divisions of Germany, as they have heretofore existed, must necessarily be modified by the events of the war. I thank you for the pains you have taken in keeping the government so well advised, and I shall look with deep interest for your further communications.
