Sir: Your dispatch of the 25th ultimo, No. 199, giving an account of your interview and conversation with Mr. Sagasta on the previous day [Page 742] respecting the claims of citizens of the United States against Spain, growing out of transactions in Cuba, was received on the 12th instant. Subsequent information received through the telegraphic cable leads to the hope that an arrangement may soon be decided upon.
