Sir: The steamer Virginius left Puerto Cabello on the evening of September 7, dispatched in the usual manner by the United States consul and local authorities of that place. She passed out very near the Spanish man-of-war Basco Nuñez de Balboa, and went to sea without a shot being fired at her.

Thus has ended the “bluster and noise” that has been kept up for four months at Puerto Cabello about this vessel.
