Mr. Fish to Mr. Robeson.

Sir: I have the honor to return, with my best thanks, the original letter of Commander Cushing, dated Santiago de Cuba, November 10, 1873, reporting his proceedings in the case of the Virginius, and covering a letter addressed by that officer to the general commanding the department of Santiago.

It is hoped that Commander Cushing’s letter to General Burriel may not be considered as committing this Government on several of the many points advanced therein.
