Mr. Outrey to Mr. Evarts.

[Translation.]

Mr. Secretary of State: I promptly transmitted to the minister of foreign affairs the letter which you did me the honor to write to me on the 29th of November last, for the purpose of expressing the views of the United States Government with regard to the proposed fusion of the submarine telegraph companies.

In reply to this communication, Mr. Barthélemy Saint Hilaire informs me that he proposes to countenance no application involving any modification of the obligations assumed by the French company, whose cable connects France with the United States.
