Sir: I have received your No. 7, of the 9th instant, reporting the remission of the fine imposed upon the Carrie Heckle by the Portuguese authorities at Lourenco Marques, and desire that you will convey to the minister for foreign affairs, a suitable expression of the gratification with which this intelligence has been received.

Messrs. A. Mudgett & Co., who brought the complaint to the Department’s attention, have been advised of the remission of the fine and their direction touching its payment requested.
