Sir: Referring to the Department’s instruction to you, No. 347, of the 11th instant, concerning apprehended demonstration of the French Government against Santo Domingo and the possible impairment of rights of American citizens as farmers of Santo Domingo customs revenues, I inclose for your information a copy of a note from the Dominican chargé¹ at this capital, transmitting a memorandum of the circumstances which led to the rupture of diplomatic relations between France and Santo Domingo.
