Sir: I beg to refer to my dispatch No. 245, in
relation to claims of Mr. Thomas W. Sparrow and others for salaries due
by the Peruvian Government for services rendered in the Hydrographic
Commission on the Amazon River.
On the 6th instant I passed a note to the minister of foreign affairs, as
per copy, and sent with it various documents in relation to these
claims.
Yesterday I received an answer (copy inclosed), with translation, but I
perceive that the honorable minister has included the name of J. R.
Tucker. This is an error, as I did not mention that name in any of the
notes passed. I now expect that the amounts will be paid, but I will
still keep the claims in mind, and will learn if the promise has been
carried out.

Sir: I have the honor to inclose to your
excellency herewith copies of various notes and memoranda relative
to amounts due to certain citizens of the United States who are now
in their own country, hut formerly in the service of Peru as members
of the Hydrographic Commission of the River Amazon and its
tributaries. Their functions having ceased (two of them as long ago
as January 25, 1875), and not having yet received the salaries due
for their arduous services in the wild regions of the trans-Andean
valleys, they have applied to me to present their claims to the
attention of your excellency.

My Government has also requested me to use my good offices in their
behalf, and I have no doubt that upon examination of these papers
your excellency will be convinced of the justice of their
request.

Sir: With reference to the recommendations
that your excellency was pleased to make to this bureau for the
payment of the salaries earned by the American citizens, J. R.
Tucker, Nelson B. Noland, Francis L. Gait, James H. Rochelle, J. W.
Sparrow, W. R. Butt, and Maurice Mesnier, in the Hydrographic
Commission of the Amazon, I have the honor to communicate to your
excellency that the minister of the treasury has ordered the
liquidation of said debts, and as soon as the amounts are known they
will be ordered to be paid.
