Sir: I have the honor to inclose copies of my official notes1 to the minister of foreign affairs of Peru.

Mr. Christiancy to Mr. Yrigoyen.

Mr. Minister: Referring to your note of the 17th January last to my predecessor, Mr. Gibbs (No. 3), I have to inform you that the substance of that note having been communicated to the Secretary of State by Mr. Gibbs, and by the Department of State to the claimants (Messrs. Sparrow, Nolan, Gait, and others), I am now informed by a dispatch from the Secretary of State of date of April 28, 1879, stating that a letter from the attorney for the claimants has been received by the Department, complaining that the financial agents of Peru in New York, referred to in Mr. Gibbs’s dispatch, have thus far failed to comply with the orders given them to make the contemplated payments. I am therefore instructed to bring the matter to the attention of your Government.
