Sir: By reference to instructions No. 119 of 13th of April, 1885, to Mr. Phelps, you will find a detailed statement of the long-standing claim against Peru of the various members of the Hydrographic Commission of the Amazon, and a reference to the essential previous correspondence on the subject.

The lamented death of Mr. Phelps occurring shortly after the above date, some delay attended the presentation of the subject; but as appears by Mr. Buck’s No. 31, the matter was brought to the attention of the Peruvian Government in a formal note on the 16th of September, 1885.

I do not find that any answer was received by the legation, and in that case you will avail yourself of an early occasion to represent that your Government has directed you to express its sincere hope that no considerable delay will now attend the payment of these claims which was ordered so many years ago.

I inclose a copy of letter* on behalf of the heirs of one of the claimants referred to.
