Mr. Muruaga to Mr. Gresham.

[Translation.]

The undersigned, envoy extraordinary and minister plenipotentiary of Spain, has the honor to bring to the knowledge of the honorable Secretary of State that, according to an official communication from the consul of his nation, volunteers for the island of Cuba are being publicly recruited at New Orleans, at the enlistment pay of $35 monthly and with the manifest purpose of hostilities against a friendly power.

The undersigned takes the liberty of calling the attention of Hon. W. Q. Gresham to this obvious infringement of the neutrality laws, to the end that the Government of the United States may be pleased to take, consistently with its declarations, such measures as it may deem expedient.
