Mr. Secretary of State: I promised in my note of June 29 last, special No. 34, to transmit to the Sublime Porte what you wrote me in your note of the 27th of the same month in regard to the American College for Girls at Scutari.

I now have the pleasure of informing you that in response to the request I addressed to him, His Excellency Turkhan Pasha has just written me that, Imperial firmans being granted to authorize the building of schools and other similar institutions, there is no occasion to issue one for the above-named American college, which has already been in operation for a number of years.
