Sir: I have the honor to acknowledge the receipt of your two notes of the 17th and 18th instant, special Nos. 40 and 41, reporting the substance of a telegram which you have received from, the Sublime Porte in regard to the recent occurrences at Tarsus, of which mention has been made in the press. Upon calling the attention of the United States minister at Constantinople to the published reports, Mr. Terrell answered that he had already obtained from the Imperial Government, on the 7th instant, a promise to investigate the incident, and I presume that I shall in due course receive from the legation the report of which your notes communicate to me the substance.
