Mr. Terrell to Mr. Olney.

[Telegram.]

Melcoun Guedjian claims American citizenship; naturalized December, 1894; passport State Department January, 1895. Landed secretly in Turkey, unarmed, as the agent of Huntchaguist Revolutionary Society of London; was furnished with £800 by the revolutionists, which he said was for the poor. Was arrested and sentenced to long imprisonment at Aleppo, without notice to our consular agent. I have protested against enforcement of sentence until I could examine. Does the fact of his return to Turkey as the agent of a society organized against the Government of Turkey forfeit American protection?

Terrell.
