(Mr. Choate states that Lord Lansdowne desires to exchange views with the United States Government oh the Russian order issued February 28 last, concerning contraband, where it makes, by rule 6, clause 8, “every kind of fuel, such as coal, naphtha, alcohol, and other similar materials,” unconditionally contraband, especially concerning coal, in which a total change has taken place in Russia’s views since 1884.)
