(Mr. Adee instructs Mr. Eddy to ascertain whether the steamship Ardova, which was recently captured by the Russian naval authorities in the Red Sea, has been released, and to advise the Russian [Page 733] Government that the Government of the United States owns part of the cargo, and that the explosives are consigned to the insular government of the Philippine Islands.)
