Excellency: I had the pleasure to receive a communication from Mr. Thomas Morrison, Chief of the Bureau of Accounts of the Department of State, including a check for $500 in payment of the claim of Luciano F. Arestuche on account of injuries suffered at the hands of American soldiers during the military occupation of Cuba.
