Note.—In pursuance of the joint letter (printed in For. Rel. 1911, p. 677) addressed to Chief Justice White by the Ministers of Costa Rica and Panama on July 31, 1911, accepting the conditions (Id. 676) on which he would be willing to serve as arbitrator, Mr. Justice White undertook the arbitration of the boundary dispute.

On September 12, 1914, the arbitrator rendered his opinion and decision, the text of which will be found, post, inclosed with the communication from the Legation of Costa Rica dated November 7, 1914.
