Your December 22, 4 p.m.,1 December 26, 3 p.m.,1 and December 28, 5 p.m. The Government of the United States is unable to be a signatory to the proposed agreement in your December 28, 5 p.m., but you are instructed to cooperate in every way with British and French Ministers in the negotiations for the completion of the agreement between Great Britain, France, and the Argentine Republic.

The United States would allow exports of combustibles for actual requirements of the Argentine so far as possible after taking into account the internal and Allied needs. However, it would be inadvisable to make any engagement as to supplying coal or shipping from the United States to the Argentine Republic.
