Reported that committee representing Entente Allies formed at London to supervise and control chartering neutral steamships plying between Allied and neutral ports, and that rates acceptable to that committee must be agreed to as a condition precedent to obtaining bunker coal in England. Investigate, and if this or similar measure actually in effect or contemplated give briefly your opinion as to probable effect upon American shipping and ocean freight rates.
