The Minister in Sweden ( Morris ) to the Secretary of State

682. On the 23d instant Swedish Minister for Foreign Affairs delivered a public address in Stockholm in the course of which he said that the Swedish Government would not sever commercial relations with the Central powers as a condition to obtaining foodstuffs from America. He stated that the population of Sweden need not fear a famine during the coming year and that the Government therefore will not be compelled to accept an agreement which is unacceptable to the Swedish people. The Minister for Foreign Affairs added, however, that the Government will endeavor to come to an agreement with the United States. A copy of the address is being forwarded to the Department by mail.1
