My Dear Mr. Lansing: I beg leave to acknowledge receipt of memorandum of your Department dated October 101 transmitting a communication from Ambassador Willard, in relation to possible demands for the export of gold to Spain, which demands the Ambassador [Page 1210] thinks may be in the interest of certain persons who are very close to Germany.

In response permit me to say that since the embargo was placed on gold, no shipments of gold to that country have been licensed, and all applications now being received by the board for Spain are refused.
