My Dear Mr. Ambassador: In reply to your note of October 8,1 in which you request that no obstacle be placed in the way of the exportation of 350 bales of upland cotton by Middleton & Co., of Charleston, to Barcelona, Spain, I have the honor to inform you that the War Trade Board, under date of October 10, 1917, states that no restriction at any time has been placed on the shipment of cotton to Spain so long as the consignor and consignee were acceptable to the board. It adds that this specific application has been granted and special instructions issued to expedite the shipment.
