Sir: I have the honor to acknowledge the receipt of your note of July 16, 1917,1 enclosing a communication addressed to the Department of State of your Government by Senor René Berndes, president of the J. F. [Berndes] Co., and requesting to be informed whether, upon the retirement from the management of the company of the German subject who is its vice president, it would be stricken from the American black list.

In reply I have the honor to inform you that the Government of the United States has not issued any black list of firms in Cuba or in other countries.
