Excellency: I have the honor to acknowledge the receipt of your two notes, dated, respectively, August 18 and September 6, 1917,1 on the subject of the proposed notice to be issued to the neutral European press regarding the conditions under which banking houses in Allied countries would in future have dealings with banking houses in the respective neutral countries of Europe.

In reply I have the honor to say that it is deemed inexpedient at present for this Government to join in issuing the proposed notice, but that this Government will give the matter further consideration.
