While certain regulations concerning the question of trading with the enemy have been tentatively considered, no policy has yet been adopted providing for cooperation with the Entente Allies against persons and firms of enemy character or association domiciled in neutral countries and included in what is known as the black list. Cable details as to nature of cooperation suggested.
