Following telegram received from Peking:9 “The appointment suggested by you of an expert of broad training would be most desirable [Page 684] for the purpose indicated. Time is favorable.” In view of this will you not give the matter further consideration, referring to telegrams cited above, and advise what your pleasure is. Doctor Willoughby probably will feel that he would not care to accept an assignment which would cause him to live there several years. You may have some other suggestion. If not, a careful inquiry will be made here, provided your answer is in the affirmative.
