The Acting Secretary of State to the Commission to Negotiate Peace

1558. Referring to telegram from Consul at Helsingfors dated April 10, 5 p.m.,4 summarizing situation and recommending that our recognition of Finland should come immediately the new Constitution is determined, and if possible before that of Great Britain [Page 214] or at least simultaneously with that of Great Britain. Department does not believe that recognition of Finland should be made jointly by the United States and Great Britain but is inclined to think that it would be well if we could arrange with British Government that recognition should be made simultaneously.

If you approve I will see what can be done through the Embassy at London.
