Since need for American Commissioner in Berlin is of extreme importance Dresel should leave immediately on signature of protocol [Page 246] by Germans and Department should be informed of exact date of departure. If it appears to you wise considering all circumstances for him to leave at an earlier date explain facts to Department in order that proper instructions may be cabled.
