The Acting Secretary of State to the Minister in Haiti (Bailly-Blanchard)

Immediately on sending cable of February 6, 1919, Bank began printing of gourdes which as soon as printed will be at once forwarded to Haiti, but Bank will not release gourdes until note or agreement has been signed. The plan of the retreat has been carefully worked out here by the Department and Financial Adviser with the Bank and is believed to be in desirable form for acceptance, [Page 360] therefore I strongly advise the signing of note or agreement without waiting for signing of retreat. Bank obligates itself to sign retreat which meets approval of Department and Financial Adviser.
