In reply to your telegram of April 11th, 6 p.m., Cabrera expresses desire and willingness to cooperate but states that in view of short time before new legislation may be enacted he considers it not advisable at this time to press for provisional permits for new drilling. However he will endeavor to obtain permission for building new tanks.
