Your November 11, 4 p.m.8 Department regrets that Jenks9 is unavailable for work in Panama and suggests Ruan10 as Fiscal Agent in that country. Ruan is at present Financial Adviser to the Haitian Government. He is one of the most experienced men along these lines who has been in the employ of this Government. He has laid the foundation for economic development in Haiti and could be spared for the same constructive work in Panama. Department believes that Ruan is more suitable than any other person it can suggest and feels that Panaman Government should accept. Ruan will be asked if this will be agreeable to him upon receipt of reply.
