If the report is confirmed that Liberals intend sending Commission to Washington for the purpose stated by you, you may say to the [Page 21] leaders of the Liberal party that the Department is of the opinion that no good purpose will be served by a conference in Washington with the representatives of any political party in Cuba, and that the attempt to transfer the center of political activity from Cuba to Washington is harmful to the best interests of Cuba and is fruitful of endless misunderstandings.
