Two telegrams received today from Tegucigalpa6 indicating growing concern in Honduras at reported revolutionary activity permitted by Nicaraguan authorities under pretext that they are incidents arising out of the boundary dispute. You are instructed to bring to the attention of the Nicaraguan Government that reports of this nature are being circulated in Honduras and to urge that Government to take the necessary measures to prevent its territory from being used as a base for revolutionary activities against a friendly Government.
