Disregard Department’s urgent December 19, 5 p.m.2 Should read as follows: Following departure for Monrovia of Mr. Worley,3 who has been acting as Fiscal Agent, it will be necessary for Republic of Liberia to authorize an agent to receive on its behalf and to pay out for the purposes agreed upon with the United States Treasury such advances as shall be made by the United States Treasury.

The National City Bank acts as Fiscal Agent for the Loan of 1912.4 Please ascertain if it is agreeable to Liberian Government to have National City Bank act as Fiscal Agent for Liberian Government to receive the above mentioned advances from the United States Treasury.
