The Ambassador in France ( Wallace ) to the Secretary of State

[Paraphrase]

1582. Have carried out instructions given in Department’s 1374, August 13, 6 p.m. I was assured by Paleologue16 that France had not the least intention of sending supplies or troops to Poland across German territory. Goeppert,17 who left recently to go to Berlin, was so informed by Paléologue.

Paléologue repeated that if Germany tried to nullify the provisions of the peace treaty in the east, France would take action on the Rhine. This attitude had been reported already to the Department.
