67. Your 58, February 2. Department authorizes you to do everything possible to secure modification of attitude of Minister of Finance in favor of American Express Company. Department approves of your suggested statement. You should add that with Poland’s need for economic assistance it would seem a very shortsighted policy for Poland to refuse to allow American financial institutions to do business. The Polish Minister here will be approached along similar line.
