The Chargé in Great Britain ( Wright ) to the Secretary of State

1588. Wireless News of the 3d instant contains following message in regard to Bessarabian question:
“To Earl Curzon of Kedleston, Foreign Office, London. Moscow, November 1. Having learned that a treaty has just been signed between the Allied Great Powers and Roumania dealing with the annexation of Bessarabia by latter, the governments of Russia and [Page 435] the Ukraine declare herewith that they cannot recognize any transaction as to Bessarabia carried out without their participation as having any force or validity and that they do not consider themselves tied by a treaty concluded between other governments on the subject. Signed Tchitcherin, People’s Commissary for Foreign Affairs of the Russian Republic. Rakovsky, President of the Council of People’s Commissaries and People’s Commissary for Foreign Affairs of the Ukrainian Republic.”
