[Page 513]Russian press reports that Japanese Diplomatic Agent Matsudaira stated that Japanese Siberian policy is not independent but is fully in accord with other Allies. Denial of accuracy of this statement by Matsudaira or representatives Allies has been expected by Russians but has not so far appeared, which causes considerable comment. Repeated to Peking and Tokyo.
