Your telegram no. 84, December 15, 4 p.m. This Government desires that in the present negotiations between Peru and Chile, an attitude of the strictest impartiality be maintained, and that you carefully refrain, therefore, from any action which either party might possibly construe as a departure from such an attitude. The Department has sent similar instructions to the Embassy in Chile.55
