The Secretary of State to the Minister in Haiti (Bailly-Blanchard)

44. Department’s telegram No. 42, July 26, 6 p.m.28 [Your] Despatch July 7.

Inform Acting Financial Adviser immediately that Department does not desire that any formal announcement be made along line indicated in his letter of July 1st to McIlhenny.

If it is necessary to suspend Haitian Government payments Acting Financial Adviser must cut down on other items of payment mentioned [Page 213] by him and under any circumstances he is to pay in full salaries of President, Cabinet Ministers, Legislative Council, and Supreme Court Judges. Department hopes that loan may be floated at an early day accompanied by renewed pressure on Haitian Government to enact adequate internal revenue laws, collections under which it is intended shall be under American treaty officials’ control.
