Embassy’s 87, December 19, 6 p.m. In reply to second telegram from Chilean Minister for Foreign Affairs deploring Peruvian attitude of complaint against Chile, the Minister for Foreign Affairs has telegraphed that Peru not desirous of occupying attention of America with quarrels only concerning Peru but that the dignity of Peru would not permit presence of Peruvian representatives in Santiago except upon disappearance of abuses to which Peruvians resident in occupied Provinces subjected.
