[Page 355]Yesterday I conferred with President Orellana. He called a cabinet meeting for today to consider the Guatemala-Honduras boundary dispute. This evening the President informed me that the Government of Guatemala will gladly join in an agreement to submit the controversy to arbitration by the President of the United States and that instructions to that effect will immediately be sent to the Guatemalan Minister at Washington.
