The Secretary of State to the Minister in Albania (Grant-Smith)

11. Should you have reason to believe that the Albanian Cabinet is favorable to the apparent effort of the Anglo-Persian Oil Company [Page 380] to obtain a monopoly in Albania, you may be able to find an appropriate occasion to call the attention of the Government to the Prime Minister’s communication of June 25, 1922, to Commissioner Blake,2 in which the Prime Minister states that following official recognition by the Government of the United States of the Government of Albania and pending the conclusion of a commercial treaty American interests in Albania would receive most-favored-nation treatment; and that, furthermore, the Government of Albania was ready to render every facility to the installation of American capital in Albania and to accord as well concessions to American concerns.

This statement of the desire of the Albanian Government to encourage American investments in Albania was apparently unsolicited.
